What is a CA certificate?

A formal attestation, issued by a Chartered Accountant in practice, confirming specific financial figures or facts — net worth, fund utilisation, a withdrawable escrow amount — based on an independent review of records rather than the client's own say-so. Only a CA holding a valid Certificate of Practice (COP) from ICAI can issue one in a professional capacity; the underlying figures still have to be correct, the certificate just carries the weight of independent verification.

Key facts

Regulating bodyInstitute of Chartered Accountants of India (ICAI)
Required credentialValid Certificate of Practice (COP), for a CA issuing certificates professionally
RERA roleExclusively certifies Form 3 (escrow withdrawal) and Form 5 (annual fund-use report)
Government grant utilisation formatGFR 12-A, under Rule 238(1) of the General Financial Rules
Not authorised to issue RERA Form 3/5Cost Accountants and Company Secretaries

The practice, briefly

RERA Form 3 and Form 5

Under RERA, only a Chartered Accountant in practice, holding a valid Certificate of Practice, can certify Form 3 (the amount withdrawable from a project's escrow account, based on percentage of completion) and Form 5 (an annual confirmation that collections were used only for that project, issued by the promoter's own statutory auditor). Form 3 is meant to reconcile against the architect's Form 1 and the engineer's Form 2 — not simply restate whatever the promoter submits.

Government grant utilisation

Where public money is involved, the standard format is GFR 12-A, prescribed under Rule 238(1) of the General Financial Rules, requiring certification that funds were used for the sanctioned purpose, that accounts are properly maintained and audited, and that internal controls exist — typically uploaded to the government's PFMS portal alongside the underlying claim.

Net worth certificates

Built up from individually valued assets — property, gold, business interests, financial holdings — less liabilities, and certified by a CA rather than derived by the client themselves. See our Visa & Net-Worth Valuation page for how this feeds into an immigration or embassy submission specifically.

When you actually need this

RERA registration & withdrawals

Form 3 at each escrow withdrawal; Form 5 annually.

Government grant reporting

GFR 12-A utilisation certificates for scheme or subsidy funds received.

Bank or loan net worth

A lender's own solvency check ahead of sanctioning credit.

Visa or immigration net worth

The CA-certification layer behind an embassy-facing asset declaration.

Tender or EMD solvency proof

Certified financial standing required to bid on a contract.

What a proper CA certificate actually contains

  • The CA's membership and Certificate of Practice number, stated plainly
  • The specific figures certified, with the date they apply to
  • The basis of certification — audited accounts, unaudited books, or a specific review
  • Any limitations on what was and wasn't independently verified

What separates a certificate that gets accepted from one that gets queried

  • COP status is checkable against ICAI's own records
  • Figures reconcile against underlying valuations and other professionals' certificates, not just the client's summary
  • Format matches exactly what the receiving authority prescribed

CA certificate vs. the neighbours

CE CertificateThe certificate needed is technical — RERA Form 2, PLI capacity, a structural audit — not financial.
Visa & Net-Worth ValuationYou need the underlying asset valuations aggregated for an immigration submission specifically.
Company Act ValuationYou need a full business valuation, not an attestation of existing figures.

Where a CA certificate gets rejected

  • Issued without a current, checkable Certificate of Practice
  • RERA Form 3 that doesn't reconcile with the engineer's Form 2
  • A generic net-worth format used where a specific bank or embassy template was required
  • Underlying asset valuations that are stale by the time the certificate is issued
